Transportation Corridor Agencies


TCA is a public agency responsible for planning, financing, constructing and operating California’s largest network of toll roads. Our 51 miles of roadway include State Routes 73, 133, 241 and 261, which are public roads owned by Caltrans and financed with private funds. The Toll Roads were built with virtually no tax dollars.

Our one staff reports to two Boards of Directors comprised of elected official from 18 member cities and three members of the Orange County Board of Supervisors.     The Opportunity

The Transportation Corridor Agencies (TCA) is seeking a motivated leader to serve as the Accounting Supervisor and be a key contributor to the Agencies’ Finance team.

    Requirements

    • Bachelor's degree in accounting, finance, business administration, or related field.
    • Certified Public Accountant (CPA) accreditation.
    • Proven experience working as an Accounting Supervisor.
    • Sound knowledge of accounting principles and practices.
    • The ability to process large amounts of numerical data and perform analysis.
    • Proficiency in Microsoft Excel, accounting software, and business analytics software.
    • Excellent analytical and problem-solving skills.
    • Strong leadership and training skills.
    • Effective communication skills.
    • Detail-oriented.

    Duties

    • Under general supervision, perform complex technical and analytical duties involved in the preparation of quarterly financial statements and the maintenance and review of general ledger accounts and cash flow projections.
    • Manage the work of personnel, including selection, training, scheduling and allocation of work, and coaching.
      Responsible for overseeing accurate and timely processing of invoices prepared for payment by AP staff.
      Ensure weekly check runs are processed according to set deadlines and ensure timely upload of positive pay banking information.
    • Accurately prepare and document standard period end accruals and record any necessary adjusting/reclass entries for month end reporting.
    • Study, evaluate, and implement new GAAP and Governmental Accounting Standards Board pronouncements.
    • Review monthly toll operations journal entries, supporting schedules and documentation.
    • Oversee daily and monthly reconciliations of toll activities.
    • Review and further develop, as needed, monthly Traffic and Revenue reports.
    • Ensure that all toll and violation transactions are reflected properly in the general ledger.
    • Review and ensure proper reconciliation, accounting, and transfer between bank accounts of toll, violation, service center, and interoperability revenues.
    • Participate in various meetings both internally and with toll operations vendors to ensure staying updated on current activities/agreements of the TCA. Track toll operations agreements/MOU’s with financial obligations.
    • Develop and update TCA accounting policies and procedures.
    • Assist in design or modification of computerized accounting programs, including tools to capture, analyze and report transaction data.
    • Assist with the financial statement audit performed by independent auditors. Act as liaison between TCA staff and auditors at the staff level.
    • Perform higher level analysis and projections of data related to toll operations.
    • Assist with development of the agencies’ budgets; prepare monthly budget versus actual revenue analyses for toll, fee and violation revenue; provide information and assistance regarding budgets and various other accounting information.
    • Prepare periodic reports regarding specific financial issues, research information using standard procedures, prepare spreadsheets and other reports regarding financial activity as needed.
    • Sustain proper internal controls and evaluate controls when process changes occur.
    • Conduct performance evaluations, investigate and resolve problems, and institute employee disciplinary actions, as needed.
